Project for "Development of the information system and the public register of the Commission on Protection of Competition", funded by the Operational Program "Good Governance"

The project is implemented under Contract № BG05SFOP001-1.014-0001-С01 / 21.12.2020 for the provision of grants under the Operational Program "Good Governance", co-financed by the European Union through the European Social Fund. The total value of the project amounts to BGN 1,999,998, as the grant is in the ratio of 85% of the European Social Fund (BGN 1,699,998.30) and 15% national co-financing (BGN 299,999.70). As a result of the Project, the information system and the public register of the CPC will be upgraded, electronic administrative services will be implemented and a new information portal will be built with the possibility to submit signals for distortions of competition. According to the provision of art. 68 of the Law on Protection of Competition (LPC), the CPC maintains an electronic register of the acts issued by it, communications, instructions for elimination of irregularities on filed complaints, and orders to refuse to initiate proceedings under the Public Procurement Act and the Concessions Act. . The upgrade of the public electronic register of the CPC is related to the need to expand the scope of data available to citizens and businesses, and to ensure greater transparency regarding the proceedings and acts of the CPC.
The structure of the register and its functionalities will be improved, as it will be possible to make various inquiries and search by specific indicators. In connection with the expansion of the functionalities of the public register, new functionalities of the information system of the CPC will be created, which will allow the introduction and publication of the relevant data.
An opportunity will be created for electronic submission of a request under Art. 38 of the LPC for initiating proceedings, for filing a notification for concentration between enterprises under Art. 79 of the LPC, as well as complaints against all acts, actions or omissions of contracting authorities and grantors in procedures for awarding public contracts or granting concessions. Electronic forms for ordering all administrative services will be developed in order to provide them under the Unified Model for requesting, payment and provision of electronic administrative services.
The envisaged new information portal of the CPC will provide quick access to the upgraded public register and the new electronic administrative services, as well as the possibility to submit signals for distortions of competition, including anonymous ones.

- increasing the transparency of public procurement appeal procedures through the creation and implementation of a public electronic register of the CPC;
- reducing the time and effort of the central, regional and municipal administrations and businesses in their communication with the CPC, as well as the costs associated with the provision of administrative services by the CPC by introducing the possibility of electronic filing of complaints and other documents through the website of the Commission.
